Thoroughly readable and enjoyable account across decades and generations that allows the reader the comfort of diving into details while also being more open to skimming by others. I appreciated that absolutely non-partisan viewpoint that doesn't seem to favor one administration or party over another; strengths and weaknesses of each fairly reported. It's also nice to learn what each successive administration absorbed and reimagined - or not - from the administration it succeeded.

Raven Rock: The Story of the U.S. Government's Secret Plan to Save Itself--While the Rest of Us Die, by Garrett M. Graff, is a revealing history of the attempts by the US government to insure the continuity of government (COG) since the dawn of the Cold War, and with renewed and slightly shifted vigor after 911.The title is telling. At the beginning of the Cold War, there were plans in place to save large population centers through evacuations. But as nuclear weapons grew in size and strength, these efforts were largely abandoned. The government, particularly the Executive Branch, was widely acknowledged to be the only entity that could possibly survive a nuclear exchange with the USSR and govern what was left of the country.Graff’s book is detailed, knowledgeable, and for those of us who lived during the Cold War, frightening in the sense of how close we came to nuclear war through accidents, computer malfunctions, and faculty communications. At times only luck saved us from Armageddon.

I am from Frederick County, Maryland. All the secret bunkers and hidden tunnels are the stuff of folklore where I'm from. Here is the straight dope. Mount Saint Mary's was for foreign diplomats. The golf balls at Detrick are for the Hot Line. Western Maryland College (now called something else) does have a secret basement. The water tower I ran by on the JFK is not a water tower at all. I feel vindicated. Most of the book is what you would call 'popular history.' But the final chapter might just be one of the best accounts of the September 11th attacks I have read. Dick Cheney as the right man at the right time. Imagine that! The book could have used one more pass by the editor as in places it repeats the same information.

This book is the single-best account of the development of the US Government's continuity of government plans that I've ever read. It is comprehensively-researched and energetically written. It presents the material in a compelling fashion, without becoming dull or overly-academic in tone.

Continuity of Government (COG)The advent of nuclear weapons also brought concerns of how to maintain a government during and after a nuclear attack. For a lack of a better term, this is called “continuity of government” or COG. Before nuclear weapons, it was virtually impossible to destroy a complete government in one attack. After nuclear weapons, this is an all to possible scenario!Ravenrock is an account of how the US Government planned for COG from President Truman to near present times. Much of the near term planning is classified and unavailable to the authors. But still there are clues of what exists. The sad fact is this: “Americans and their politicians believe hiding from a threat is cowardice.” The was seen during 9/11 when President Bush was at school in Florida, whisked away to Air Force One, forced to fly in holding patterns over the Caribbean, landing at Barksdale AFB, and the directed to Offutt AFB, despite his objects and his desire to return to the White House, while people in Washington tried to understand what had happened to the United States. Afterwards, a number of people accused him of cowardice. This greatly impairs the ability of planners for COG.In Ravenrock, of the 1950’s we see plans to ferret key people in government away to various underground bunkers while leaving their families. This proved infeasible for politicians and their families alike. So plans were changed to provide for families. But even these did not provide satisfaction, to the point where key politicians would not evacuate. Rather, the would send subordinates during the exercises and in certain real situations to the bunkers. Then, there was the issue of transportation. At first, the plan depended on traveling the roads about Washington, DC. But have you ever tried to get somewhere quickly in Washington, DC, particularly at 4:30 PM? In a nuclear attack, the thought initially was that you had 15 minutes! After trying to move President Eisenhower to Camp David, it was quickly found a better solution was necessary. At first a “bubble dome” helicopter from the Army was used. But after the first flight, when the President suffer severe heat exhaustion and dehydration from the heat in the helicopter, this had to be changed. After some deliberation, a Marine helicopter proved satisfactory. This was how the Marines got the helicopter services for the President which they retain to the present day.Clearly, the transportation difficulties still persist to this day for various other personages. Washington, DC, is not an easy place to escape from.We see the development of Air Force One in its various forms and the alternate command posts, both aerial and bunker based. Communications posed special problems requiring the coalition of various communications corporations in the planning for COG. We see the development of NORAD in Cheyenne Mountain and the advent of NORAD tracking Santa Claus on Christmas Eve.And so, Ravenrock traces the billions of dollars spent on COG operations, the attempts to find feasible governmental operations, the exercise and failures of the plans, and what actually happened during several crises where the COG plans were potentially in effect. So where does Ravenrock leave us?Since there is security classification tied to most of the COG plans and operations, we can only surmise an answer from real events where COG operations were exercised, the most recent being 9/11. What we found was a reluctance of American Leaders to exercise their duties under the current plan. For example, the Secretary of Defense was assisting in immediate evacuations from the Pentagon and was incommunicado for a lengthy period of time rather than performing assigned duties! Despite movement orders for the principals, they sent subordinates. Most of the people did not know of the plans and those that did apparently with some exceptions did not follow their instructions! Thus, we are left to conclude that in a real emergency, much of the COG planning would be for naught: ad hoc decisions would be made. If a real nuclear attack hit Washington, DC, regardless of warning times, be they short or be they long, the US Government would be effectively decapitated, mainly because plans have been insufficiently exercised and plans would not be executed in full.No one knows what the future will bring but we are left with President Eisenhower’s words:“The President said that, of course, his imagination as to the horrors of a third world war might be overdeveloped, but he believed that every single nation, including the United States, which entered into this war as a free nation would come out of it as a dictatorship,” wrote Deputy Executive Secretary Everett Gleason in the meeting minutes. “This would be the price of survival.”

If you lived through the cold war and have anxiety about nuclear destruction today, this book will interest you. The author has done a remarkable job explaining the contingency plans for government that our country has if there is a nuclear war as well as how these plans were arrived at. However, Presidents Truman and Eisenhower showed no interest in taking refuge in many of the bomb shelters that have been built around the country for the continuation of government. I think they resigned themselves to the futility of such an event. There are so many little nuggets of interest, that the book is fascinating. (At one point government discussed tattooing children with their blood types on their torsos, so if their arms were blown off, they would still know their blood type. Even racism had to be addressed by Eisenhower when black military staff could not find housing near their shelter protection assignments in Va. because of segregation.) Well researched and endlessly fascinating.

From School Library Journal Grade 7 Up?This well-written biography brings its subject to life by successfully capturing that unique spark that makes Hansberry noteworthy and interesting. Writing in an engaging style, the McKissacks follow the woman's life chronologically. The daughter of influential, black upper-class parents, her early childhood in Chicago was studded with visits from African-American notables, such as W.E.B. DuBois, Langston Hughes, Jesse Owens, and Duke Ellington. However, from an early age, she identified with those of her race who suffered the effects of poverty and discrimination. After she left college prematurely, she moved to New York where her writing career began in earnest. Throughout her life she was dedicated to the cause of civil rights and made her unique mark as a writer, a speaker, and an activist. This biography is divided into three long chapters, each covering a specific period of Hansberry's life. The text has been researched extensively and is well documented. It includes several references to telephone interviews with Hansberry's older sister Mamie and excerpts from the playwright's personal journal. The black-and-white photographs are well reproduced and do a fine job of supplementing the text. A time line and index are helpful reference aids. Whatever their purpose for using this volume, readers will find it lively and engaging.?Marilyn Heath, Greenwood High School, SCCopyright 1998 Reed Business Information, Inc.

From Booklist Gr. 8^-12. Hansberry once noted that she was sent to kindergarten on Chicago's South Side too well dressed for the Depression years. "The kids beat me up; and I think it was from that moment I became a rebel." The youngest child of successful, politically involved parents who encouraged their children to succeed, Hansberry grew up in a spirited, intellectual atmosphere in which the likes of Paul Robeson, Langston Hughes, Jesse Owens, and others were entertained in her home. From an early age, she was aware of the tensions of racism that divided American society. Her father was party to a major Supreme Court case, Hansberry v. Lee, which invalidated a racially restrictive housing covenant. She studied briefly at the University of Wisconsin but left for the livelier confines of New York City in the early 1950s, where she wrote for Freedom, a monthly commentary founded by Robeson. She married Robert Nemiroff and began to write the play that became A Raisin in the Sun, and that work, of course, went on to make dramatic history. The McKissacks' biography sparkles with the energy and passion that characterize their subject. Readers can drink in the whole civil rights history of much of this century and an in-depth treatment of Hansberry's major play, along with her fascinating life, which cancer ended prematurely in 1965. The playwright's sister, Mamie, provides abundant material for this highly recommended biography. Bibliography; time line. Anne O'Malley

From Kirkus Reviews A playwright who is well known to readers through A Raisin in the Sun is given fair tribute by the McKissacks (Rebels Against Slavery, 1996, etc.), who also provide a window into the times in which Hansberry lived. Born in 1930, the fourth child of a prosperous family living on Chicago's South Side, Hansberry played childhood games and reported mixed views about her role as baby of the family. The McKissacks make clear, however, that from Hansberry's earliest days, her parents were raising her to ``advance the cause of African-American equality through intelligent and articulate leadership.'' She grew up ``listening to NAACP lawyers planning legal strategies in her living room''; surrounded by influential adults, she learned to express herself, seeking comfort in the aftermath of the bombing of Pearl Harbor by writing about ``clouds, flowers, and music.'' After college graduation and marriage to Robert Nemiroff, she took up residence in Greenwich Village, New York City, where a windfall from her songwriter-husband's efforts allowed her to concentrate on her writing. Her death at age 34 comes through as a decisive loss to the American theatre; the authors cull from her short, high-impact life a thorough, very readable, work. HBR’s 10 Must Reads On Communication gives readers compelling data and practical information on the many important factors involved in helping leaders communicate. The articles where professional written for leaders to pull out useful and real-world principles that everyday leaders would encounter as the strive to present and express mission, vision, plans, projects or any other message they may desire to others they lead. The compilation of articles in this book spends about half of its entirety on the topic of persuasion. Williams and Miller in Change the Way You Persuade, challenge presenters to understand the decision-making styles of their audience and plan accordingly. “Knowing the general characteristics of the different styles can help you better tailor your presentations and arguments to your audience” (Williams & Miller, 2002, p. 4). The five decision-making styles they propose are charismatic, thinker, skeptic, follower and controller. Curbing each presentation to these styles will promote better success for leaders who are trying to persuade others. Cialdini adds in his article Harnessing the Science of Persuasion that the ability to persuade is one of a leaders most critical tools. He gives explains six principles that when mastered can “bring scientific rigor to the business of securing consensus, cutting deals and winning concessions” (Cialdini, 2001, p.26). The six principles are liking, reciprocity, social proof, consistency, authority, and scarcity. By engaging in these principles leaders can begin understanding how others analyze information and make their decisions. Tannen takes a linguistic perspective on the idea of persuasion in her article, The Power of Talk. She states, “Everthying that is said must be said in a certain way – in a certiaiin tone of voice, at a certain rate of speed, and with a certain degree of loudness” (1995, p. 44). This article show how powerful the way an individual speaks can impact not just an audience but individual relationship in association with persuasive communication. Finally, Conger’s article, The Necessary Art of Persuasion lays out four essential elements that helps a leader to prepare a strategy of persuasion. 1) Establish credibility, 2) Frame goals for common ground, 3)Provide evidence, 4) Connect emotionally. Conger is convincing in the way he explains persuasion as more of an art then how Cialdini views it, more scientific. As the reader moves further into this book they come to Is Silence Killing Your Company?, an article by Perlow and Williams. The authors in this article clearly explain how silence can be detrimental to a company in many circumstances. If employees don’t feel empowered to speak up conflict can stay bottled up and creativity will be stifled. They speak to three ways an individual can break the silence; recognize your power, act deviantly, and build a coalition. Each of these are important steps to take but the author does not address the importance how the business culture effects whether these steps will be successful. Each step here can be stopped in its tracks if the culture of your company doesn’t encourage communication or doesn’t have an intentional process for it. However, if the company culture does encourage speaking up these steps can help an individual thrive. The next two articles, How to Become an Authentic Speaker by Nick Morgan and Telling Tales by Stephen Denning encourage speakers to be intentionally authentic in their speaking and utilize storytelling strategically in a message or presentation. Morgan’s focus is to help the reader see how “your intent” is crucial when you plan to be open with your audience, connect with your audience, passionate about your topic, and how you listen to your audience. These ‘intentions’ assist a communicator and will help them come across as authentic. Denning’s article helps to guide a leader to use the ‘power of narrative’ in a business setting. He cautions an individual to avoid using lengthy details that will make executives eye glaze over. The author takes an approach that storytelling can help bring alive certain situations and bring a creative flare to what might be otherwise boring data. Denning states, “Storytelling can translate those dryad n abstract numbers into compelling picture of a leaders goals” (2004, p. 118).Elsbach’s article, How to Pitch a Brilliant Idea tends to focus more on the “catcher” than the “pitcher.” She suggests the catcher, those receiving the presentation, categorizes pitchers into showrunners (smooth and professional), artists (quirky and unpolished), and neophytes (inexperienced and naïve). The author suggests that each pitcher show encompass one of these three categories when the pitch something to their executives. It is hard to imagine that an executive would want, as this author titles, a neophyte pitching an idea. Inexperienced, naïve and ignorant are not necessarily the best quality traits for someone pitching a brilliant idea.In The Five Messages Leaders Must Manage, Hamm challenges leaders with five messages that leaders should portray in order to avoid miscommunication. Hamm articulates how important a clear, focused vision can be. It will be communicated from a leader to those he/she manages will be impacted by; the organizational hierarchy, financial results, the leader’s understanding of his or her job, time management, and the corporate culture. When these messages can be communicated throughout the organization it forces top to bottom employees to unify and communicate the same thing together. In the final article of the book, Taking the Stress Out of Stressful Conversations, Weeks persuasively boils down stressful conversations to taking on three different forms; “I have bad news for you”, “What’s going on here”, “Your attacking me”. Weeks article acknowledges there are times, especially in conflict or stressful times, that how we react, what and how we speak, and our preparation will determine successful communication.Overall, HBR’s 10 Must Reads On Communication is very beneficial in helping leaders to communication with more clarity and passion. I would recommend this book to not just business leaders but for anyone that is looking to better communication in their specific area. The principles in this book can be used and achieved in many different environments. One critique on this book would be to limit the articles on persuasion. The topic of communication is extremely important and widely written on. I would like to see topics in the ten articles be different from the each other.

An inevitable fact is that there will always be conversations which will bring about stress, the key is figuring out how to deal with these dialogues when they come up. Weeks’ (2001) article highlighted in HBR’s 10 Must Reads on Communication speaks to the three main communication errors individuals face in the workplace and also addresses three ways to counteract possible aversions that this stress brings about. Weeks’ (2001) examines the types of stressful conversations one could have. She sums them up as the following introductions into a potential altercation: “I have bad news for you,” “What’s going on here?,” and “You are attacking me!” She suggests that these are three of the phrases that lead to individuals feeling offended, confused and frustrated. She goes on to give three examples, one for each of these scenarios, which help frame her position. I believe she does a great job at making her points in an easy to understand and intriguing way. We all know how important communication is whether in a marriage, between friends and especially within the workplace. I’ve often heard the phrase uttered, “Communication is key,” to which I would have to agree. In order to effectively communicate Weeks’ suggests three ways in which we can prepare ourselves for a stressful conversation. “A good start is to become aware of your own weaknesses to people and situations” (Weeks, 2001). Understanding your vulnerabilities is an important way to know how you will react to a certain situation. “Once you know what your danger zones are, you can anticipate your vulnerability and improve your response” (Weeks, 2001, p. 173). The second suggestion to prepare would be to rehearse with a neutral friend, someone who is not going to judge you and someone who does not have the same communication style, this way it ensures impartiality (Weeks, 2001, p. 173). One quote that I really appreciated that brought the point home was “when your friend says ‘Tell me how you want to say this,’ an interesting thing happens: your phrasing is often much better, much more temperate, usable” (Weeks, 2001, p. 174). Then thirdly, be aware of body language. Nearly half of what is said can be interpreted through what you aren’t saying. After preparations for the conversation have been established Weeks’ proposes three additional ways to manage the actual conversation. She recommends honoring thy partner, disarming by restating intent and fighting the tactics not the people (Weeks, 2001). Observing these theories while having a conversation can keep the stress to a minimum. “People think stressful conversations are inevitable. And they are. But that doesn’t mean they have to have bad resolutions” (Weeks, 2001, p. 179). Weeks’ (2001) article is comprehendible in terms of taking away easy, tangible points that can be implemented immediately. I really valued her statement that “We need to learn communication skills, in the same way that we learn CPR: well in advance, knowing that when we need to use them, the situation will be critical and tense” (Weeks, 2001, p. 176). In order to implement these new skills within my life I have come up with a heuristic approach that I could incorporate whenever I face a stressful conversation. Always remember to alleviate stress by:Speaking honorably to your partnerTuning the phrasingRehearsing with a friendEvaluating how you would reactStating your intentionsSeparating tactics from peopleWith these ideas in mind and developing a greater self-awareness of vulnerabilities anyone can walk away from a stressful conversation feeling confident that they didn’t explode and kept it professional. “The advice and tools described in this article can be helpful in unilaterality reducing the strain in stressful conversations” (Weeks, 2001, p. 180). If you want an easy to grasp read on how to manage a stressful conversation I would highly recommend giving this your attention.ReferencesWeeks, H., (2001).
